+26 Just lost $40 in the stupidest way possible. Was this store owner scamming? What can i do in this situation?

This happened in queens NY. I go to my regular lotto store today to buy some scratchoffs. $30/$10 ticket. I put the money inside and got two ripped in half tickets with no barcode. The ticket was just 25% of the middle top. Normally i’d just redeem the barcode when this happens but this time, I just got a piece of worthless paper for $40. I explain the situation to the guy and remained calm. He opens the machine and tells me there no ticket inside and tells me to go away or call the cops even though i’m a regular at this store for years. It’s stupid of me to waste the police departments time with this so i say no. Just give me the owners number or someone to contact but this dude flat out refuses. I call the lottery head office but it’s all automated for just winning tickets and i literally didn’t get anywhere with them for 20 minutes. I was forced to call the NYPD non-emergency line. The operator and cops were understand and agreed but told me it’s a civil issue and said to call the office or email them. As for the guy, Report him to better business bureau. I know it’s just $40 but i can’t believe i just got scammed like this. I still have the tickets and took pictures of the time and date this happened. They have several cameras in the store and see me putting my money into the machine. What can i do in this situation. I’ve spent thousands at this place but this just turned me off from that store and the lottery completely.

+18 @Seatt50kd P.S. This store is sketch. Even the 911 operator couldn’t locate the address on the store sign so i had to tell them the location on the opposite side. I tried to look up the street and the store after but couldn’t get anywhere. The address on the site is completely different than the one on the store sign. I can’t even leave a review to warn others or look it up on the NYLottery retailers. I really didn’t want to escalate this and just wanted the owners number but this guy response to everything i said was “Call 911, I no help”.
