So my 18th birthdays Thursday and in Arizona you have to be 21 to buy tickets according to google but am I able to drive over into California and buy a ticket with my Arizona ID

+12 @Man_of_Aluminium302 As far as I'm aware, that is perfectly legal. The only caveat I'll offer is that I don't know if you'd have to go back into California to claim any winnings.
