So people drop losing scratchers all over the place. Ive made a habit of collecting them and entering them into second chance. I found a really grimy Crossword Extreme and tried to enter it but I got the 'invalid/potential winner' message

Someone wrote 40 on the back and theres a corresponding $40 in one of the prize boxes but I dont understand how its a winner? Someone explain am I just dumb?
