So I've cashed a $500 scratch off at my local walmart before and received the whole 500 with no issues.
However, my friend told me that when he went to cash his winning $250 ticket at his walmart, they took off $25 bucks and said they had to charge him a fee for cashing it.. I told him he got cheated. Has this happened to anyone before?

+35 @SuKitTrebk That is not allowed. He is either embellishing or the cashier was incredibly sketchy. Stores that sell lotto receives commissions for their sales/ wins so that is their incentive to cash and sell lotto. Sounds like a scam or a lie.
